That's sad. In the old days it was 99% rainbows most of the year with browns kicking in from Sept to Nov. Have you tried the very end on the runs where the water barely moves? Juniata is kicking...

I have not been to Harvey this year but I would guess the water is down to the base of the boat ramp. The water may be a little warm to find pike from shore.

I don't know of any water in the state that has that regulation. Just an elite flyfishermen that wants the water to himself.

Minnow are often gray to white when dying and the pink would look like blood. In the fall, fathead minnows get a red stripe on their lateral line. Pink is one of my go to colors in anything.
